Page Three - The SKYSCRAPER - November 1, 1968 Uptown residents unite to protest urban renewal; offer counter plans by Mary Beth Mundt Urban renewal, perceived as a necessity by city officials for the re-development of urban prob lem areas, has caused community consternation on the north side Uptown area of Chicago, a ten- minute el ride from Mundelein. Spearheaded by the metropolitan Department of Urban Renewal and presently under discussion by Uptown's Model Area Planning Council, a series of projects including the erection of high-rises and a city junior college has been proposed. The Council is headed by Joe Sanders. An offshoot of the Model Cities program, the MAPC consists of 25 members, representative of the Uptown area appointed by the Mayor. Uptown, extending from Bryn Mawr on the north to Irving Park on the south and Clark street on the west, is populated by numerous ethnic groups and income levels. Approximately 30-60,000 rur al Southern whites live in the area alongside Indians, Ne groes, Puerto Ricans, Mexi cans and Japanese. Though the economic level is predom inantly lower class, the resi dents live to the shadow of the Lake Shore apartments that house the city's wealthy. Chuck Geary, a Southern white who aids Southern fami lies in the move to Chicago, attends the weekly meetings of the MAPC and challenges them to take into account the needs and the problems of the Uptown resident when they deliberate renewal plans. The primary concern of area residents involves the DUR's methods of improving residential facilities. The construction of high-ris es causes agitation among Uptown residents because con centrated housing causes ov ercrowded conditions in neigh borhood schools. Project II promises to cause increased unrest among Up- towners. The plans underway for erection of a northeastern campus of the city's junior college means bulldozing 13 acres of land. The proposed boundaries for the college are Wilson on the north, west to Racine, south to Montrose and the Chicago Transit Au thority el line on the east. An implicit problem in the construction of a junior col lege is the relocation of resi dents presently living within the proposed boundaries. The MAPC has announced that a relocation office for Uptown will be opened within the next two months. Furthermore, the Council approved a provision provid ing for temporary housing be fore old housing is torn down to guarantee that all residents may stay in the area if they so desire. This provision is part of a seven-point proposal presented at the MAPC meeting Oct. . The petition, signed by 400 persons, also includes: provision for adequate low-income housing for large families. payment of moving companies directly rather than reimburse ment of relocated people establishment of a certain percentage de termined by a recent census study of low-in come housing to coin cide with the same per centage now present in Uptown. construction on empty lots before existing buildings are destroyed. change in zone R7 to zone R5 so that high rises cannot be built in the area. The Council approved all the provisions at the Oct. 23 meet ing pending further delibera tion on the final proposal.
