Per haps the practice should be discontinued. Every year the Union seems to have degen erated Into a yet sorrier state. As the cult of the morbidly curious religiously watched the Recital on TV, they were touched by the moribund coun tenance of the President, but more by the temperance of Hubert Humphrey and John McCormack, who kept straight faces during the entire gruel ing 45 minutes they had to sit behind Johnson-when the slightest pejorative facial tic would have ricocheted across the nation on all three net works.
